This is not an office move

When a business relocates, the worst case is that people can't work for a day.

When a 911 center relocates, the worst case is that somebody can't call for help.

That single difference governs every decision in a PSAP move. There is no acceptable downtime window, no finishing it Monday, no cutting over and troubleshooting live. Call handling, CAD, mapping and the network underneath all have to come up together and work on the first try, because the first real test is an actual emergency call from an actual resident.

This county was moving its E-911 center to a new facility. We were brought in to move the technology.

Planning around the calls, not the equipment

Most relocation plans start with the equipment. This one started with the calls.

Before anything was unplugged, we arranged for the county's 911 calls to be routed to a neighboring county's PSAP for the duration of the move. Residents dialing 911 reached a live dispatcher the entire time, with no awareness that their own center was in pieces on a truck.

That decision set the sequence for everything that followed. Once coverage was guaranteed, the technical work could proceed at the pace the work actually required, rather than the pace the clock demanded — which is how mistakes get made in a room full of emergency systems.

We coordinated throughout with the county's call-handling vendor, so their equipment came out of the old center and into the new one with the vendor's own people involved at both ends. Specialized public safety systems don't get reconnected by whoever happens to be holding the other end of the cable.

Building the new center to receive it

A 911 center's network is not a general office network, and the new facility had to be ready before a single piece of equipment arrived.

We pulled new Cat6 throughout the new center and built out the supporting infrastructure, then established the routing policies the environment required so that call handling, CAD and the county's existing systems would all reach each other correctly from the new location.

Getting this right ahead of the move is what makes a one-day cutover possible. The alternative is discovering a routing problem at two in the morning, with a room full of equipment, a deadline, and dispatchers waiting to take calls.

The move

First

Coverage secured.

County 911 traffic routed to a neighboring PSAP, verified live before any equipment was touched.

Then

Systems relocated.

Server, call-handling equipment and network gear moved from the old center to the new, with the call-handling vendor working both ends.

Then

Positions rebuilt.

Four positions — three dispatch, one administrative — with every PC and monitor installed, configured, and each machine's software brought back up against the relocated server.

Then

Verified, position by position.

Each console tested and confirmed working before the center was declared live.

Finally

Calls brought home.

911 traffic routed back to the county's own dispatchers, in their new center, on their own equipment.

The outcome

The county completed a full E-911 relocation in a single day. Dispatchers finished the day working in a new facility on a properly built network, and at no point during the move were county residents without emergency coverage.

That last part is the only measure that matters in this line of work. Everything else — the cabling, the routing, the workstation builds — exists to make it true.
